1. California

5. Louisiana

The state’s location, along the Gulf Coast, makes it highly vulnerable to hurricanes, but also to flooding. Louisiana’s low-lying geography represents a problem for those living there because it exacerbates the impact of storms and heavy rainfalls.

6. Hawaii
