There’s no way to predict when or where a nuclear bomb might be dropped, so we can assume that they would target larger and more important population centers in America, like New York City or Washington D.C.
Right in the middle of the bomb, the shockwave of hot air would instantly flatten all the structures in its path, burning anything that’s flammable. As some experts might suggest, the best place to hide would be in a rural area, because it wouldn’t be in the area of interest, and you might have the option to avoid the fallout of other effects of the bomb.
A very good place would definitely be a valley where the hills might offer some protection from heat and blast from the bombs, which might go off miles from where you’re standing.

We can find old underground bomb shelters that were constructed during the second world war (WWII). Some old hospitals that I know have underground shelters.

there are NOT that many places to hide and the amount of people to squeeze into one place, and the length of time after fall out, and the water and food contaminated from radiation and the air,
