What you really want is to find a place where there’s clay soil, but also underground water, so you could improvise and drill a well. You also want a supply of groundwater after the whole nuclear war is over, so you can use the water that passed through the soil and rocks the wide majority of the radioactive substance.

We can find old underground bomb shelters that were constructed during the second world war (WWII). Some old hospitals that I know have underground shelters.

there are NOT that many places to hide and the amount of people to squeeze into one place, and the length of time after fall out, and the water and food contaminated from radiation and the air,
