You also want a supply of groundwater after the whole nuclear war is over, so you can use the water that passed through the soil and rocks the wide majority of the radioactive substance.

We can find old underground bomb shelters that were constructed during the second world war (WWII). Some old hospitals that I know have underground shelters.
